In the 2016-03-14 meeting it was proposed to move the meeting to 1000
GMT on Mondays.

Lazy consensus says we make this change (and merge the PR) at 1000 GMT
on Thursday 2016-03-17.

Just to give a perspective of how new suggested time will look in
reality in the time zones we have contributors of ADB.

India Time: 3:30 PM
Brno Time: 11:00 AM

Chicago Time : 5:00 AM
New York/Boston Time: 6:00AM
Canada Time: 6:00 AM

The suggested time is not feasible for users from US , Canada. So a -1
from me for the new timing.

P:S: I somehow initially though the new suggested time is 1:00 PM UTC .
So did not send this mail earlier

During the meeting today at 1000 GMT you said that any further changes
should be via the same process.  Therefore, are you proposing to
revert this change and return to 1500 GMT or are you proposing 1300
GMT or what?

I understand that the old time i.e. 1530 GMT is not working out for some
folks and we want to prepone the meeting.

IMO we should choose a time which is feasible for users/contributors
from USA/Canada/Europe/India  to join the meeting.

So I would like to suggest 1:00 PM GMT i.e. 1300 GMT. The time will look
like below.


India Time: 6:30 PM
Brno Time: 02:00 PM

Chicago Time : 8:00 AM
New York/Boston Time: 9:00AM
Canada Time: 9:00 AM

I don't know how critical I am to the meeting, but 9AM NYC time is ok for me.

Looks like everyone agrees to 1:00 PM GMT i.e. 1300 GMT by lazy consensus. I have sent a PR to update the ADB readme [1]
