Okay, uploaded new test release and SRPM:
Release: http://sme.david-harper.com/data/php5-cgi.zip
SRPM: http://sme.david-harper.com/data/source/php5-cgi-5.3.0-2.el4.sme.src.rpm
With these new packages, I can generate a valid yum transaction in my debug VM.
