According to this line, iptables accept UDP paquets on port 1194 from the
outside, just as expected (You can even see that 3 paquets has already been
accepted)
Have you any other contrib installed which could modify firewall rules ?
Please run
iptables -L -vn > filter.txt
and attach the resulting filter.txt
