The problem is in the recidive filter. It has been fixed upstream:
https://github.com/fail2ban/fail2ban/commit/a6a2dc868b13be57fc986ca7c6986dac6e06185d
EPEL package hasn't backported it yet, and, as this file is provided by the
fail2ban RPM, I'm tempted to just wait. Anyway, this is just a warning
