FYI I stumbled across this a while back.
It is because the Geoip contrib uses the v1 database which is not so well
maintained now. Due to lots of IP blocks being swapped as IPv4 addresses run
out the database seems to be quite out of date.
The only practical solution is to update to the v2 databases.
I did have a tentaive look at this a while ago but have not had the time to
finish it. This bug refers : http://bugs.contribs.org/show_bug.cgi?id=9033
I'll try and have a look at it in due course.
