A couple of small points on this (I know that qpsmptpd is being upgraded but
not for 8.x and not just yet)

Yes you can block at the IP level but there is no panel to allow you to do so
easily (opportunity for a contrib?)

It makes the assumption you use server gateway. What about some who use private
server with a router firewall and do not use iptables and would rather block at
the server

Qpsmtpd has the facility to allow this for both white and black lists so the
wbl contrib/plugins are inconsistent. Yes I understand it might be suicidal to
block a subnet, but that doesn't mean you shouldn't (he assumed it would work
the same as whitelisting but it didn't)

I think Selwyn has a workaround for his scenario and will help look at revising
the wbl contrib for the new version of qpsmtpd
