WHEN ENABLING rsyncd

opposite when disabling.

however it runs the remoteaccess-update event that does not adjust the service
rsyncd, so it stays up with old configuration ignoring new one


the question is should we add the link to adjust service in this contrib or in
shared folder that provide rsyncd ...


also I think it misses a property either there or in shared folder to specify
rsync anonymous access independently of http anonymous access with default
disabled ( and so on for ftp, but this is another problem and bug)


ok I found that the host global/local add the following, so it works, just I
did not test from outside:
hosts allow = 192.168.80.0/255.255.255.0

still confused why the localhost stop to work and not the ip from the same host
