actually shared folder has link to do this inside its own events, so we could
add this to remote-access update from here
this will fix the part where we want to disable the service rsyncd.
leave the question of handling enable /disabled for anonymous rsync for shared
folders

I would add a third value to rsyncAccess : local / global /disabled and default
ad disabled
, meaning that we need to change the panel with link and auto changes to a
dropboxes for each share, and update all in one with the button.
