Well, when you use smeserver-php-scl actually with a specific version of php,
then apache is no more the handler of php, php-cgi is the handler. It is the
same for php-fpm, you can set different values by php_admin_values, they are
not used.
The workaround is to set a version of php for the whole server(by php-mod),
then you can fine tune whatever you want in each Ibay running the new default
php value....if in one ibay you set a another version, then php-fpm (or
php-cgi) is the handler, it takes its setting sources from the php.ini.
Of course as ever, I can be wrong :)
