was able to recover by doing
yum reinstall nextcloud
su www -s /bin/bash
scl enable php71 'php occ maintenance:mode --off'
scl enable php71 'php occ maintenance:repair'
exit
chmod g+w /usr/share/nextcloud/
rmdir /usr/share/nextcloud/assets
rerun and got error at backup phase
Create backup
Parsing response failed.
