Problem removed rpms, removed all refs to geoip eg the GeoIP.conf file..
Reinstall updated rpms
signal-event post-upgrade; signal-event reboot
[root@prox ~]# geoipupdate -v
geoipupdate 2.2.1
Can't open license file /etc/GeoIP.conf
No GeoIP.conf created
