Note to self after discussions with JPP

mcrypt is being totally removed from PHP 7.2

However, Remi is continuing to build and hold versions for newer versions of
PHP.

So we could say ignore this.

However, I have no idea if there will be any fixes if there are security
issues, and mcrypt should probably really go in the bin.

Further ref - I read somewhere in the code that these functions were lifted
from phpmyadmin originally. TI had a look and couldn't see them in phpmyadmin
suggesting they have been replaced, which is what we should probably do.
