Right just experimenting as I don't have an actual clue whats what :-)(
Created the dir - /usr/sbin/in.qpsmtpd
copied the contents of /usr/sbin/in.smtp to the above, restarted system and..
[root@sme9264x ~]# less /var/log/messages | grep -iE "xinetd"
Nov 30 18:25:50 sme9264x esmith::event[1098]: expanding /etc/xinetd.conf
Nov 30 18:26:44 sme9264x xinetd[1993]: xinetd Version 2.3.14 started with
libwrap loadavg labeled-networking options compiled in.
Nov 30 18:26:44 sme9264x xinetd[1993]: Started working: 0 available services
