To enable xinetd to manage a particular service, 

First from the terminal for eg smtp # chconfig smtp on

Then stop the selected service, smtp, and restart xinetd 
# /etc/init.d/xinetd restart
or reboot the system

xinetd takes over managing the service according to the config settings and
will remain so as long as the # chconfig "servicename" is on,simply set to off
and restart the service  or reboot the system to return to normal operation
