Looks like the en locale was updated in 16/8/2018
smeserver-php-scl-0.4.bz10508-translation.patch and then just recently 14/12
this one was done smeserver-php-scl-0.4-locale-2018-12-14.patch
Looks like a simple mistake when that patch was prepared
