I did have a look at the bad countries plug in code. The output of the country
info is inside a conditional if statement that tests for the existence of the
bad country list, hence if the list is empty, no output. Output statement needs
raising to before the condition. Work around is to add a single country to bad
countries in config db. I would cut and paste the code fragment but don't have
access at the moment
