Yes, download once would be the best solution but adapt xt_geoip to mdb base
is not so simple and a completely new and specific Sme tool.
Anyway maybe not really worth for Sme9.
Furthermore, the introduction of this license has an other effect: the
frequency of updating could become different for sites depending on the type of
license chosen.
It seems that free geolite2.csv is changed once the month (first Tuesday ?) So
the current weekly build is not really useful.
By the way, is there an example of License in .spec file in our packets.
