either the link is missing / has vanished (without any clue why, as it did not
in my case) Or your volume that should have been mounted on /var/lib/BackupPC
has failed on reboot (if you opted for this kind of installation, which is
probable if your config file is not in /etc/).
ln -s /var/lib/BackupPC/etc /etc/BackupPC
should fix the first
the second you might need to investigate.
