Ignore my previous comment. I missed the 'not'.
The smeserver-fail2ban in the contribs repo is version 0.1.18-15.el7.sme. This
version does not include the require for perl-Data-Validate-IP so it installs
with no dependency errors but without perl-Data-Validate-IP installed the
server-manager fail2ban panel fails.
