to workaround existing install you could add an action with
to check if /opt/phpki/phpki-store/CA/private/takey.pem does not exist and
cakey.pem does
also if /usr/sbin/openvpn does exist then
runuser -u phpki -- openvpn --genkey --secret
/opt/phpki/phpki-store/CA/private/takey.pem
