the contrib run its own webservice and php pool as phpki user not www.
as you see the command run flawlessly as phpki user using runuser so it will
inside phppool as long as it has access to the exec. hence the addition in the
php base dir first.
however regarding that one more time.
this is a hack dedicated for sme server. rather than hacking the original
software you could just make it happen as an action script ok install if the
file does not exists when smeserver-phpki-ng-update runs.
no need to play more with rights. phpki user can run the command. from
cli and will write with ad hoc permission in the folder
