Yes, if it is whitelisted it should not be blocked.

grep ignoreip /etc/fail2ban/jail.conf
Check your logs to see what is going on:
/var/log/fail2ban/fail2ban.log
/var/log/messages
A few commands to check things:
fail2ban-client get recidive ignoreip
iptables -vL -t filter
fail2ban-client status recidive
fail2ban-client status banned
fail2ban-client status | sed -n 's/,//g;s/.*Jail list://p' | xargs -n1
fail2ban-client status
