So after three months this stands at: two votes in favor, zero against,
zero abstains, with no other traffic whatsoever.

With my PTL hat on, I am declaring this a GO, unless somebody brings
strong objections by the time Magnesium opens (9/23/2019, i.e. in one week).

The plan of record is to issue a controller release after the Magnesium
Version Bump Checkpoint (10/21/2019) and propagate that release to
downstreams, just as any MRI minor update.
