The mirror problems are being addressed.  I don't have an ETA as to when
it will be final though. The hdlists were supposed to have been rebuilt
automagically when a new RPM was uploaded, but apparently there was a
problem with that last week.

The netscape locales files Ben mentioned are going to be removed.

As for the best mirrors, that changes with time, so I can't really point
you to a "best" one.
