It's part of the util-linux package (search on google).  Note, however,
that it isn't compiled or installed by default, you need to cd into the
rescuept directory and compile it manually.

I agree having it as part of cooker would be a good idea.  I initially
tried searching for a binary version of it, but couldn't find anything.
