You have to copy it as /usr/X11R6/lib/X11/app-defaults/Netscape
!! check the vesion number, netscape is very paranoid on that.

That file. Then it has to be copyed as
/usr/X11R6/lib/X11/it/app-defaults/Netscape (for italian)
Once there is an italian version future versions can be worked from there;
but the first one is very nasty to do; the file is a big file, with everything
mixed inside: the translations, the fonts, the colors of buttons, configuration
of the mouse, etc... some 20,000 lines :-\
However, it is doable; I did like that for the walon translation, with help
of a friend; it isn't 100% complete yet, but very usable.
You can look at the other netscape-"language" files for inspiration too.
