I was thinking about that.  The recent rumblings about US export might
make it possible.  It is my (very loose and layperson) understanding
that as long as it's OpenSource, and the US gov't know where to get it,
it's unencumbered with respect to US  export regs.

That aside, how about if the SRPM builds a "freeswan" package that can
be loaded on top of a kernel to provide all of the IPSec?  My SRPM
currently builds a freeswan package that provides all the userspace
stuff.  My SRPM also builds ipsec.o as a module (I am just about to boot
and test that -- I have it statically linked into my running kernel) but
that is included in the kernel package(s) right now, but putting the
module into the freeswan package and holding the freeswan package back
from the CD and putting it onto the crypto website should not be a
problem right?

How does that sound?
