Yes it is. But some motherboards have a non-compliant APM BIOS. Yours
is one more to be put into the blacklist I'm afraid.

See above. If you feel suicidal, you can try and compile the 2.3.40
kernel with APM and enable the option "Use real mode APM BIOS call to
power off". If it works, then here, you got a crappy motherboard...
