I'm fairly certain that that is a "feature" of the latest gnome code.
I've noticed it with the Helix builds too.
As far as running programs as a different user, you notice that behavior
because that program is using the other users ~/.gtkrc, not yours. So if
you want them to be consistent, you need to set both users to the same
theme.
