It is an initscripts issue. I can't add it to /etc/fastab because mount -a
tries to mount shm under 2.2 kernels. If you would fix it so it doesnt
attempt to mount shm filesystems for 2.2 kernels, I can then add it back
to my fstab.

In other words, I agree that it goes in /etc/fstab. This is where I want
to put it. But your initscripts must not mount it under 2.2 kernels, juts
like you do with /proc so that /proc can be in fstab.
