[Cooker] initscripts on systems with 2.2 and 2.4pre kernels

I remember complaning about this and it still is not fixed. Please fix
before 7,1!

Kernel 2.2 doesn't support shm, we need to make sure mount skips this fs
type under 2.2 in the initscripts. Thanks.
