Oops, in fact, it is still there (I misread your report)...
You need to left-drag and press shift before releasing drag : you'll have a
popup to choose link..

It is no longer possible to create launchers for a FAT32 file or folder.
In MDK9.0 it used to be possible to right-drag a folder to the desktop and
choose to create a link/launcher. Now it is no longer possible, and trying to
create a link fails (after all, it's FAT32, no links here).
Workaround:
copy the home folder in desktop and modify.
