I tested the kernel kernel-source-2.4.21-0.13mdk with the suggestions of Robert Goshko and now the system seems to work. My lilo.conf contain the option "apci=on apm=off pci=biosirq". I tried also with only the standard option "acpi=on" but with the same results.
