Looking on several mirrors, the timestapms of the 9.1 tree seem to be wrong. For example:

Seems like when the instructions for copying the ISO contents were sent out to the mirrors, they were not sent with switches to preserve timestamps. Other mirrors are similar. This makes rsync want to fetch all of the files even though I have them already, just because the dates are different. Maybe they have just disabled it for the 9.1 frenzy.
