The purpose with how I was thinking was that one could install the web 
applications relocated with a rpm switch to a unknown location to prevent 
hammering etc. There was no need to use access control in the first step. I 
was about to make a meta rpm package that installed the most useful admin 
like web applications to a "on-the-fly" generated location including access 
control that was totally unknown to others than the system owner. I thought 
this was a beautiful arrangement, but then I just could be crazy. As you now 
has decided to put these in well known static locations you also have to be 
responsible to fix the other packages and maybe also continue to maintain 
them.
