since that time metacity and especially the contraints code has been
changed significantly. The constraint itself is still there and pretty
much obvious to see for anybody.

Even if the behaviour was as Havoc thought it was, ie windows should be
allowed to go off the top screen until the lower end of the window is
visible, it's still takes away the option to move windows
wherever the user wants. One of the people requesting a patch just
wanted to place two xterms on top of each other. They almost fit the
screen but for the titlebar of the upper xterm. In that case metacity
would prevent moving the window off the top because the window is
already completely on screen. Anyway, in my experience metacity
prevented going off top regardless of how big the window was.

Sorry to bother you with speeches. I know I should post this to the
metacity folks. It's just that I still get mad at that "feature".
