well making a package legal in my country or making a package legal 
almost  everywhere is the same process. So people can get some training 
on plf package, and, if they are good, they will be validated. Even if 
not written, the rules are the same has everywhere.
You send patches, you get some works done, and after, you start to do 
more importatn work.

I do not think that oliveir said that plf should be merged with mdk, of 
course not.

Of course, plf people never talked to any mdk people, they live in a 
different country, and, there is no connection between them.
