The way to fix this is to go into each and every one of the files
    /etc/X11/Xresources
    /etc/X11/app-defaults/Emacs
    /etc/X11/xdm/Xresources
and comment out (using exclamation marks) the relevant lines that begin with the
six characters 'emacs*'.

This isn't very easy to discover and I would have never figured it out had I not
seen in on the Cooker list about a year ago.  This is an easily fixable wart on
an otherwise very pretty Mandrake desktop.  Can this be changed before the next
release of Mandrake?

This was one of the several issues (all of which were small) that
caused me to stop using Mandrake (and stop suggesting that others use
it) when Mandrake 9.1 was released.  However, I regard it as a failing
on my part for not participating in the Beta process last time
around--so I'm mending my ways for the upcoming Mandrake release.  I
believe Mandrake has an awesome offering that would only require
several small tweaks to become the best distribution.
