The permissions problem is the packager's personal choice, if it
persists. On the other hand, I think keeping the patches is a good
thing.  If the patches are desired in later releases, it can always
be added back conveniently, without rescueing patch from CVS. (Though
I really don't know if the patches are really obsolete or not.)
