While I agree with that in principle, I can tell you of one exception:
ftp.kernel.org.  I was doing some work for a school district and I
needed the latest kernel.  I downloaded it in about 8 seconds.  That's
approximately 25 megs in 8 seconds.  Do the math.  It's fast.  I've
never been able to get it that fast again (moon in right position I
guess), but I keep trying ;-)
