I performed an installation (9.1 RC2) on a system and explicitly omitted X
windows and all X packages.  When all the packages had been installed and the
final configuration pane was displayed (that allows you to specify time zone,
printer, etc.), the text next to the windowing system configuration (I don't
remember the exact name of the category) was "not configured" and highlighted in
red.  This indicated to me that there was some problem with the current
configuration, and when I chose the "Configure" button to see what the problem
might be, it automatically installed the XFree86 package and its dependencies,
which I explicitly wanted to leave out of the installation and had to go back
afterward and remove manually.

If no X windows packages have been installed, then this text should no be
highlighted in red, and should be something other than "not configured". 
Perhaps "No windowing system" would be a better description.
