I don't think rpm-build is very appropriate as a kitchen sink. For autoconf, automake, gcc etc, since they are so vital (a large percentage of package will fail to build without them), they are good candidate to at least create a working build system containing basic requirements for development. But I don't think pkgconfig is in such a vital position yet (comparing to libtool, autotools etc).
