thanks buchan, you are right.
the troublemaker is bootsplash_themes, just checked it, so I'm changing the bug
to bootsplash_themes then.

upgrading to the current bootsplash package dropped my /etc/sysconfig/bootsplash
file and replaced it with the packaged version.
/etc/sysconfig/bootsplash should be %config(noreplace) in the spec file.
