yes, /etc/issue is modified independently of linux-logo and the only way to
prevent it is editing rc.local
Our machines use motd instead ... with an empty /etc/issue on servers
(msec 4).
motd is after the login prompt. issue is before.
with msec 4 rc.local tries to remove it at every boot, but most function
of msec are customizable, this one is not.
