Netscape 7.1 is NOT supported by Mandrakesoft.
Anyway, install libstdc++-2.10 should fix flash.

I have Netscape 7.1, and flash refuses to work, reinstalling Netscape and flash
didn't help, I have the same config files as in MDK 9.1 where all worked well,
about:plugins reports flash to be installed and enabled, but when I go on a
flash site I get a message saying I must download the flash plugin, even doing
this and using the macromedia installer doesn't help.
