I think we can close this, as macros like this work fine:
%{?_with_mencoder: %{expand: %%global build_mencoder 1}}
just don't use %define instead of %global.

some of the conditional build options don't work anymore with the latest rpm.
Here's an example:
rpm --rebuild --with plf mplayer-0.90-0.rc3.1mdk.src.rpm
is working fine (adding dependancies on unoffical libraries from PLF) while
rpm --rebuild --with opimization mplayer-0.90-0.rc3.1mdk.src.rpm
does not work (it doesn't disable the runtime CPU detection).
