another package to reproduce this is avifile-0.7.26-1mdk.src.rpm from contribs.
rpm --rebuild --with plf avifile-0.7.26-1mdk.src.rpm
on a cooker machine will build the *1mdk* packages, while on Mandrake 9.0 it
will build the *1plf* packages as it is supposed to do.

some of the conditional build options don't work anymore with the latest rpm.
Here's an example:
rpm --rebuild --with plf mplayer-0.90-0.rc3.1mdk.src.rpm
is working fine (adding dependancies on unoffical libraries from PLF) while
rpm --rebuild --with opimization mplayer-0.90-0.rc3.1mdk.src.rpm
does not work (it doesn't disable the runtime CPU detection).
