This problem should not be related to urpmi but with rpm itself.
The main question is how do you get this ? If this is reproducible, we can do
something trying to fix it.
Can you try rpm -q gpg-pubkey and give us output ?
Can you try rpm -V gpg-pubkey and give us output ?
Does you have other rpm errors message ?
