i had this problem too trying to make an update from 9.1 (minimal install) to cooker :
rpmdb: /var/lib/rpm/Pubkeys: unexpected file type or format                    
rpmdb: /var/lib/rpm/Pubkeys: unexpected file tyLes paquetages suivants ont des 
signatures non valides:
(name of the package in cache):  Signature incorrecte ((SHA1) DSA sha1 md5 (GPG) 
(MISSING KEY) GPG#70771ff3 NOT OK)
Voulez-vous continuer l'installation�? (o/N)
i tried to import the key from RPM-GPG-KEYS, but i have still the same messages...
rpm --checksig gives:
rpmdb: /var/lib/rpm/Pubkeys: unexpected file type or format
error: cannot open Pubkeys index using db3 - Invalid argument (22)
rpmdb: /var/lib/rpm/Pubkeys: unexpected file type or format
/var/cache/urpmi/rpms/(some.rpm): (SHA1) DSA sha1 md5 (GPG) NOT OK (MISSING KEYS: 
GPG#70771ff3
