See the one I posted above which was created on my machine on insertion
of a USB flash disk, you will note it *does* have the user option.

An entry is added for me:

(note the user option is present)
[EMAIL PROTECTED] bgmilne]$ mount /mnt/removable/
[EMAIL PROTECTED] bgmilne]$ df /mnt/removable/
Filesystem 1K-blocks Used Available Use% Mounted on
/dev/scsi/host0/bus0/target0/lun0/part1
64096 31130 32966 49% /mnt/removable
[EMAIL PROTECTED] bgmilne]$ umount /mnt/removable

So what happens if you have an external USB storage device connected
permanently to your machine? Should you have to unplug and replug it to
be able to use it?

Your hotplug is broken.
AFAIK, hotplug can't detect the removal of USB storage devices, so my
fstab entry for it stays until the next boot (AFAICT).
